Depending on what your bases were, that is possible. If you started with a negative base, then you can learn 25+however many negative skills you were in the hole. So this might be where you're missing ... |

14-9-12-11-11-14-13 B
14-20-21-8-14-4-3 B (and I know lots have done similar to this design)
Anyone under 20?

It depends on which stat they're lacking.
In the case of running low on strength, it's no big deal, especially if you want to use the LO or BS.
