Having a really really tough time with this one.
The ST/SZ combo is really low and even if you add 6 to STR your dmg may suck and if you add the 6 to WT that only leaves 2 pts.....end will suck for the high end drain styles that can survive with low DF and ATT is too low for a good ST and a ST almost needs good+ dmg which is ify
If you put 6 on WT/WL that only leaves 2 pts for either STR or DF. Low END again and little or normal dmg sucks on the offensives save AB......5 or 7 DF AB..?....crazy...?...?
Leaving the WT at 17 seems like a waste.....a waste of a 21 WT not a WS waste
Can put 6 on WT/DF put that leaves the dmg/end/carry really low as well as the skills.....
The 19 SP really makes this one a tough one. The low STR/SZ screams AB in most cases but the DF is too low

5-9-6-15-11-19-5 --> 11-9-6-15-17-19-7 BA. Bump ST to 13 for WH/MA use and maybe CN to 10. WT to 17 if it learns crappy. Otherwise...
5-9-6-15-11-19-5 --> 11-9-6-21-11-19-7 ST. use BS until he gets some skills under his belt then don't hesitate to go SC or use WH unsuited in some situations.

Yes, I would go with 11-9-6-21-11-19-7, ST or perhaps even SL. Shortsword, hatchet, and broadsword will all get the job done. Always run it hot (OE & AE never drops below 7) and it will either win or pass out trying. I don't think damage would be that bad -- probably 'normal'. The speed and wit combo here will help it considerably. If it's a good learner (and I've had genius ST's that averaged 1 skill/turn, and one that averaged 3.5 skill/turn) all the better. Once you get an AdEx in Dec. I'd raise WL & ST. This one should leave basic with a winning record; what more could you wish for? I wish I had a genius ANYTHING -- I haven't seen one in my stable in a unicorn's age!!

As I mentioned in chat, Stik's design is what I consider the 'safest' design on this setup (i.e. Gives the best chance for a successful warrior and least chance for one of those 21 wits that you DA). However, this is one that I'd rather take a chance with. In most of my arenas, I'd go with one of the following designs:
5-9-6-21-17-21-5 (or possibly 19-7 spd/dft)
7-9-6-21-15-19-7 (or 9-5 str/dft, depending on style)
7-9-6-19-15-19-9 (many variations on this one)
