What do managers look for to determine if a warrior is "Primus", i.e. high end potential? I want to get very good warriors to the top of the game, so is it based solely on design and bonuses? Or just a matter of throwing a bunch of tourney prizes on one to make the big difference? Any info on this would be great help, but please try to be a little detailed in your explanations. I'm still a newb after all....

You can always put tourney prizes on him later for bonuses and favorites and some such.
Also (at least for the moment), he is not a PS, PR, BA, or SL style.
In order to be competitive in Primus, you are going to need perfect faves, as well as being bonused +4 in all relevant areas. (For most styles that means attack and defense) It also helps to do max damage and be ambidextrous too. Whether you get there by being lucky on roll-up or by stacking TC prizes on him is up to you.
Design is totally irrelevant, every warrior looks the same at 25-25-x-25-25-25-25.
