Ok, from arena newsletters, I was able to get the results from Jan 1999.

And from what I can tell, I think the July 1999 face should be:
Rookies: Dumpweed (listed as Novices)
Novices: Whirling Dog (listed as Apprentices)
Apprentices: Araushnee Rrostarr or Biznitch (I have a turn 16 newsletter listing Ara at 15-1, Biznitch at 14-2)
Initiates: Gina 2 (name is wrong in the spreadsheet)

One of the Summer Eligible FtF's is wrong--either 2001 or 2002, I think.
Spiritbane won Eligibles, beating a lunger of Travis's who was being proxied by Soultaker. I don't remember which year or exactly where the face was, but I know I TC'd. It's also the last time a total parry TC'd the Eligibles tourney.
It was my first TC, so I know it happened. I'll try to look it up and find out exactly when it was.

I'm pretty sure it was 2002 in Indy. I know it wasn't Philly, because I wasn't there.

July 2001 is correct according to a newsletter I have. July 2002 is very likely the one, since Moon Daughter is listed as both the January and July TC. I don't have the newsletters for Eligibles (those might have been corrupted) but I have the rest, so there was likely a problem with the online newsletters in Eligibles.
If you have your arena newsletters for his home arena, it will have been printed in the newsletter sometime around 9/2/2002 (Talcama's results printed on that date)

I actually looked up 2002 on this website, and that's not it, so it must have been 2001. I think he beat Ja'kla in the finals--I'll check when I get home. I have the fights somewhere. Spiritbane was from Bonsur, but I know I don't have the newsletter. I do remember he killed an NPC in the semifinals, though.
It had to be then, because it was right before the open-handed AB explosion. It would be nearly impossible to win a TC at that level of the game with a total parry now.

Summer 2002 Eligibles was Spiritbane.
Spiritbane was the RU in Eligibles in Spring 2002, then won it in the summer of 2002 over Ja'kla. The newsletters on this website are not correct for that tournament.

I can 100% guarantee you that Fuzzy didn't win the Rookies at Baltimore in July 1991. Reaper, Storm Lord and I road tripped to Baltimore for our first ever FTF and Nay Palm was rolled up there at the FTF. It was a 30-35 minute scum fest between Nay Palm and his opponent (all of my records were thrown out 5-6 years ago so I don't have a hard copy of the fight, but I remember it like yesterday). Not only do I vividly remember the reading of the fight with Stormy and Reaper by my side, but I remember screaming when Nay Palm won, as well as when Boss Rat (who I unknowingly thought walked on Duelmasters water at the time) came over to congratulate me on the win even though I was a first timer at the face.
In fact, there was a running joke between the three of us this summer at the Orlando FTF that I was going to TC again, because each time the three of us attended a FTF together, I had TC'd that face. Needless to say that streak was broken.....
There are some things you forget in DM.... you don't forget your first TC.
Just was checking out the Newsletter Archives link posted by LHI and was examining the Baltimore-1991 FTF and it corroborates my creaky memory. It has Fuzzy Warrior as the TC, beating Veritech Fighter in the title fight. Nay Palm finished 3rd.
