This guy disappoints me. I want him to be better than he is. I have no issues at all with the designs given. They look about as good as you can get. That said, if this was mine, right now, I'd go:
8-17-6-17-14-9-13 L looking for him to get super rolls |

I'd probably go same numbers and go the OTP route. With the WT hope it learns plenty of RIP and ATT, WL to 15 ST to 9 fairly early. Even with just SC/SM or SM/SM or whatever. This isn't the type that you necessarily run hot like the average OTP but a little up tempo. This isn't the type that picks an offensive apart when it gets it's first chance. With the low damage win by accumulation over 3-5 minutes is most likely the best way to plan on running it. Death by a Thousand cuts style. Plus with some ATT and the SC you'll start scoring some sweet SC crits on occasion. |

10-17-6-17-8-9-17 PR and take the risk, if you he gets normal damage and doesn't get hosed in skills run him in Rookies. |

Thank you for the responses. I think I like the PR idea. I have looked over this RU it seems like 100 times, and finally decided to do something with it.
