Looking for suggestions for this one, arena only.
thinking 17-5-17-9-12-11-13 any off. might be good for some early wins,
burn WT to 11 pray for awesome dmg.

My strategy is usually to submit the RU before deciding on the DA route. That being said, I might try 13-6-17-9-15-11-13. With the low CN I agree that it should be offensive. Therefore, I'd choose a Basher. With Great Damage and a good choice of the styles favorite weapons, this guy may do well in basic. Especially if you find his fave weapon early, I see many early wins. Trying for tremendous damage is tempting, but I'd prefer the points on WL.

This is a tough rollup to make anything even remotely positive out of.
The size eats up all your points and you can't make it to even an 11 WT or a 17 WL. Dumping points in the other areas still only leaves them at middling levels (excepting ST) with too many other glaring deficiencies elsewhere. If it's going into any kind of competitive arena it'll get eaten alive. I would DA this one and try, try again!

As with most setups, it is 'possible' to make something that might win. It isn't going to meet Consortium's 60% win/loss though, no matter what you do with it. I'd be curious if he'd scum it up or go offensive with this guy.
My own best attemtp to do something is to maximize decise skills on him and make him a burner.
12-5-17-6-16-15-13 offensive or 11 str/14 dft (I'd normally go with the 12 str basher)
Train WT/WL/SP (and either ST or DF depending on design)
He's not going to be great, but he can win in most of today's arenas

We'd probably play around with some burning on a
16-5-17-3-16-11-16 BA and hopefully end up with a fearsome 17-5-3-17-12-17 whacker!

If I went this way I'd probably go BA and not use the 2 points in WL but rather put them in DF or at least use 1 of them and make it WL 11/SP 12 for the extra DEC skill!
I'd probably go:
11-5-17-3-10-11-13 -----> 17-5-17-8-10-12-15 BA and burn WT to 9 and fight it as long as it was winning every other fight or better. It's first 3 fight losing streak it would be handed a torch for sure! I'd plan on running it 5-7 turns hoping for a 4-1 or 5-2 and then DA'ing it but if it performs impressively it might earn the right to live a normal life; up until a 3 fight losing streak, I'd definitely DA it before it hit a 50% record for team record purposes! Since BAs can be blessed in ATT but not DEC I'd lean towards taking as many DEC skills at inception as I could spare, since it's likely a "Dixie"! (Dixie Cup or Dixie warriors are designed to get early wins before being DA'd to maximize team w/l)
