I see this guy going one of two ways in my stable:
9-8-9-21-17-11-9 SL/LU
or
7-8-9-21-17-11-11 SL/LU
If you go with the 7ST guy you can train with out burning any skills. If you go with the 9 ST guy you start with less skills but you have a 21WT and you can always bust the DF later down the road so for me I go with the 9-8-9-21-17-11-9 LU

8-8-9-21-15-12-11 ST, training STR the first turn to 9 for SC/SS suitability. Shows Dec bonus on the rollup along with normal/normal (mode).

I think I have this guy, or one very similar. Perhaps 8-9-8-21-15-12-11. Rolled up little damage so I never ran him.
On the other hand, I have a veritable army of good damage, 21WT strikers coming up, so this one will probably never see the light of day.

If it's for a tourney you basically have to go ST/AB/LU to maximize it's chances. You obviously cannot go AB so it's either:
5-8-9-15-13-11-9 -----> 9-8-9-21-17-11-9 LU (14/9/13/1/9/11) Use SS (0-8 ), LS unsuited (9-14), LO unsuited (15+). It has DEC, ATT, INI, and decent RIP. With that ATT and a 21 WT I'm not even worried about using the LO, double slightly unsuited, because I've done it before with similar designs.
Best example is 9(2)-12-9-21-17-9-9 LU (base 14/8/13/1/9/10 +4 DEF) who went 7-3 in his lone tourney and went 2-1 against TPs, using the LO, despite being Little damage (1-1) and then normal and going 1-0. Might have gone 3-0 but little damage cost him one battle as I had the TP desperate in minutes 1, 2, and 3 before dropping in early minute 4.
Another somewhat close example being a 6(1)-9-14-21(1)-21-4-11 LU (base 10/4/14/4/9/ whom used the LO against 14+ armor and he has done well in tournaments (he's +2/4 PAR and +4 DEC).
the second choice being:
5-8-9-15-13-11-9 -----> 8-8-9-21-15-12-11 ST (11/10/8/1/8/12) With that level of DEC you come up just shy of the 10/10 (ATT/DEC) ratio most desire but of course you still have the 21 WT. Use HA or SS unsuited (0-8 ), DA (9-12), SC unsuited (13+) in my book

I find the damage potential uninspiring on the 7, 8, and 9 ST versions of this guy. I would consider something like:

A 9/9 warrior is N+ and just one point of ST from -G+ so I would prefer to put those 2 points into WL for the skills there.

Maybe your numbers as a LU
11-8-9-21-15-11-9 LU (14/9/12/0/8/10)
It gives you the added bonus of seeing, right away, if it might happen to be +4 ATT (as well as +2 or more INI). Pus it gives you the LS suited and the LO single unsuited. Your numbers are pretty close to mine as far as endurance goes 289 (17*17) as opposed to 285 (19*15) so if damage is a concern your numbers provide a very nice option I just don't like SLs as tourney warriors, although they should have about the same equivalent ATT level against all those pesky ABs since slahing attacks are harder to dodge than lunging attacks.
