The scum is passable for arena. I would probably go 9 deftness (to train to 11) and take 1-2 points of str/con
I might roll this guy out of it:

What about 13 - 16 - 16 - 11 - 13 - 8 - 7 BA? Should hit hard enough to justify going after the slow stuff, don't you think? At least for a while...
