Each turn, the Region with the highest W/L percentage will receive 1 Regional Rumble point. Wins against your declared region or independent warriors (including DAs) are not scored.

The way I read this is is that Wins against the DA don't count, but losses do? So basically if a team misses the zero turn and then DA's everyone on the first turn, he is putting his team in an 0-5 hole to start that turn?

Yep. Or if you beat the da the first turn, you need to go back, causing you to start from an 0-1 hole. Will hurt any side with a few DA happy managers.

Thats exactly right. Everyone really needs to get their DAs off on round one with appropriate DA strats.
