I have a Wall of Steel in ADM who is sitting at 33 Parry, 25 Defense. Dodging is always better, but, given the skill disparity, am I better off using a shield (or other off hand weapon) to play to her strength? Her favorite weapon is the Not-So-Great Axe, which I rarely use. Also, a few Strength trains will get her two more Parry skills, increasing the gap. She's also Ambidextrous, but not coordinated enough to use two weapons.

I've always preferred an off-hand weapon over a shield, i.e. SH, DA, HA... because they do attack with the off-hand, and I'd rather have it be something that can do some damage. It would be different if the shield actually improved parry, or knock downs or something, but that would be logical. I don't use shields except with scum or parry styles who have it as a favorite (and then only off-hand). If you don't want to use 2 weapons due to coordination, I'd just stick with SC or BS for the 2H bonus.

I too would use only the SC two-handed as opposed to a shield or off-hand weapon. I usually only use a shield with my WS until they get an expert PARry

There are situations where using a shield would be better (such as when facing a open handed AB). Most of the time, though, I prefer using a single weapons two-handed with my WOS's.
