I don't mind burning stats, so i'd likely go 17-12-7-16-17-4-11 LU and burn WT to 17. If burning isn't an option, id go with your 17-13-7-15-17-4-11 numbers.

17-15-7-13-17-4-11 is a really nice LU, PL, WS. I would probably select them in that order.

Not a bad replacement. I think the main question you need to answer is how much wit do you want? 15, 13, or 11? For a PL/L, you definitely want at least 13 for LO. Otherwise, I probably go with your 17-17-7-11-17-4-11 design. You could go just about any style with a guy like this, but TP or WOS are likely going to give you the best records.
Hope he succeeds and you have fun with him.

I would probably go with a single burn to get to 17 WT so as not to waste the minimum one turn, likely 2 for the second train, to get to that point -- if going LU. Too bad he's not SZ 9 because using the HL, marginally suited, makes for a fun fight -- while proving puzzling to your opponent! I likely wouldn't use it marginal and lacking SZ at the same time.
16-12-7-10-12-4-9 -----> 17-12-7-16-17-4-11 LU (9/3/14/5/6/6)
or using Trip's numbers for a WS, or take the 2 extra from CN and go 15 WT - 13 CN
16-12-7-10-12-4-9 -----> 17-15-7-13-17-4-11 (9/2/11/9/3/5) WS or 17-15-7-13-17-4-11 WS (10/3/12/9/4/5)
I see one other really interesting setup. It has the decent prospect of Great damage, gets good carry, has plenty of endurance -- even loaded up with armor!:
16-12-7-10-12-4-9 -----> 17-12-7-15-17-5-11 PR (4/8/8/7/3/3) as a PL (6/4/12/7/5/5) if the low ATT scares you on the PR. I might use the point in SP for WT 16 (likely not into CN) to be burned to 17. I'd likely burn it to(ST up to 19 looking for Great damage or stay at 17 if you roll it): 17/19-13-7-17-17-7-11/13. For either style and dependent on it's skill learns. If it learns well and is winning I burn it less. If it learns slow, or the wrong skills, I burn it more!
