So with the 21 WILL, hard not to think you'll have decent endurance. I would probably err toward the 17 WIT as well.
My first thought would be Lunger (cause that is my go to), but with a 15 CON, someone else in my head would start shouting Parry something -
With a CON that 'High' should you lean more toward the Parry-X's or at least hybrids if not full defensives? Probably not a PR as the DF too low?
I also like the idea of a Waste, but will it be able to do enough damage?
what about 10-15-10-15-17-6-11 as a PL?

I will almost always go for the 21 Will even at the expense of other things including wit. Thats just me. Not just for skills but for endurance, training, all kinds of great stuff with Will compared to other stats.

My choice also. Probably PL, although I love the TP.
