I wouldn't burn the WT to 11 if you have plans beyond basic.
You'll burn much needed ATT and DEC skills, not to mention INI skills by getting WT to 11.

Nope. What she's showing you is the level the skill is at and the total number of skills, "learned+trained", in that area. They are in the order INI, RIP, ATT, PAR, DEF, DEC. Explanation below.
