That's a tricky one.
I generally tend to pair the low DF roll-ups with higher Attack offensives like SL and BA. However, the low ST/low endurance potential of this roll-up makes that strategy particularly tough.
I would probably end up going:
4-7-18-17-9-12-3 --> 8-7-18-21-15-12-3 SL
He'll be resigned to using the SH, but should hopefully get good physicals and be pretty successful in the arena (and maybe even tournaments) as long as he can avoid the super scummy types.

I'd go 6-7-18-21-14-12-6 and burn to 7-7-18-21-15-12-7 ST. I had one nearly identical to this and he was a hatchet wielding Striker who graduated at nearly 66% w/l. Was very fun to run.
