I like 11-13-12-13-15-3-17 WASTE. Solid numbers, great dexterity, and it might learn at least one useful skill per turn! If its favorite is parry, riposte, or attack, it will do very well. Even if it doesn't, it'll hold its own and graduate with a winning record.
I've done it with a similar warrior. This, to me, is one of the "random element" guys who could fall on either side of the fence, depending on how he learns AND what his favorites are, and his 'luck factor'. (Yes, I DO believe in that intangible random element!)

Definitely wouldn't DA it. Aside from the usual AB designs, I might try 9-17-12-13-9-3-21 PR. You could go 11/15 with the ST/CN too, but either way it's fun and interesting and could do quite well.
