Mr. Mediocre! Not a bad set of numbers, but not very exciting either. On the other hand, it doesn't sound like most of my peers in Shadowspire are getting many high-caliber recruits. Maybe this guy has a chance.
I'm thinking 11 - 9 - 11 - 13 - 18 - 9 - 13 Lunger or Slasher. Either way it's not going to learn much or quickly. Other alternatives come at the cost of WT, which I'm very wary of (as most of you probably know).
I'm brooding over the possibility of just trading this guy off to the DA after a win, or turn 3, whatever comes first. That's basically what I did with Nullfest. I think it's going to depend heavily on the overview.
So does this seem logical and reasonable? Or am I just being too narrow-minded about it?

This is the kind of setup I don't typically DA instantly. Your lunger design looks just fine to me. The lunger absolutely wants 13 wit for LO well suited. Other styles, I personally would drop to 11 wit and add to either speed for an offensive or con for a hybrid/defensive.

Mr Mediocre deserves the best shot possible, and if you are correct that all are struggling with RUs in the 'Spire than it looks better, so I give him a style that starts with the most skills and is very versatile. I therefore do this:
7-9-11-8-13-9-13 -----> 11-10-11-11-17-9-13 WS (2 points into either CN or WT)
you may want to consider:
7-9-11-8-13-9-13 -----> 11-9-11-13-17-10-13 LU
I lean to WS because they have longer fights, in general, so that will help that 11 or 13 WT learn more. And again the WS can fight in more variety. It can go defensive or offensive, if it learns RIP it can go counterstrike. It can be a brickwall minute 1 and/or 2 and when it's opponent tires can spring into action like a SL or BA can. Best of luck and I think either Mister Mediocre can win 55-65% (+5% for an arena struggling with good recruits and with the size and number of opponents to let you vary, and challenge (do NOT be lax in using this option with a mediocre RU), who it fights)!!!

Yes, I briefly considered something similar:
11-10-11-11-19-9-13 and then bump all by 2. HOWEVER... it has recently taken me FOUR tries to get one fighter from a WL of 16 to 17. I found this to be incredible. I usually get a stat raise within 2 attempts at this level. It took four.... so now I look very critically at the stat raising strategy. If I can't pull off a 20 or 21 WL to begin with, I'm hesitant.
The game seems to have changed, or I've just gotten burned one too many times.

Wait a minute...We both agreed on the same numbers (9-9-11-14-19-9-13 ).
Maybe all of this stuff I am learning from you guys is sticking.

Another interesting option for low WTers that can get to 17 DF (15 in rare occasions,usually works best with a 21 WL or a 13-15 WT and 17 WL, have worked for me) is the "Strike Blow":
7-9-11-8-13-9-13 -----> 9-9-11-11-17-10-17 AB or 9-9-11-13-15 starts out 4/3/10/6/7/10 not sure RIP may be 5 not 3 (I still am not sure on that "heuristic WT" theory of -7 base for 3-16 WT; -8 for 17-20 WT; and -9 for 21WT)
Run it like a ST excepting for a dodge desperation strat rather than a responsiveness.
