I can see a few choices for this guy. With a likely normal damage roll and not much CN I'd be scared to go PR with it. Unless your pretty good with the style.
Here's a few immediate thoughts off the top of my head:
7-6-9-9-14-12-13 -----> 8-6-9-15-15-12-17 AB - with 2 points for either WL or ST (I'd lean WL and just train ST to 9)
7-6-9-9-14-12-13 -----> 12-6-9-15-17-12-13 LU,SL, ST, or BA(train ST to 13 for MA and WH for this BA) - in that order of my personal preference
7-6-9-9-14-12-13 -----> 9-9-9-15-17-12-13 PL or PS |

Our first thoughts .....
1. 12-6-9-15-17-12-13 SL/ST, maybe BA if you want to bump ST
2. 9-6-9-15-20-12-13 anything but AB/BA, preferring SL - with the thougth of making it a 21WL guy. |

8-6-9-15-17-12-17 SL Bump Str once for scimitar and possible better damage. Hopefully he goes first alot and maybe you get lucky on rolls |

My first thought was:
10-6-9-14-20-12-13 offensive
The other posts show other good designs. I'm not at all disliking your quad 15 design either. The quad 15 design is probably going to perform best as a striker or lunger |

We are of the opinion, that except in rare cases, we expect a 21 DF on aimers. In our opinion, it is a better "something else" if it does not have the 21 WT. Indeed, we sometimes make our 21 defters "something else". |

I always tend to rely on old habits.
7-6-9-9-14-12-13 --- > 9-6-9-15-20-12-13
A burner SL, bumping WL and SP first for some quick skills, and then... that's about it, actually. 
With the ubiquitous and infallible scimitar, the SL's great initiative, and the relatively high SP and DF already present, you're good to go! |
