Not much experience with low will/ con warriors but the 21 wit is nice, my thoughts are 15-6-12-15-4-9-9 --> 17-8-12-21-7-9-9 ST with one somewhere else.. Lost on this guy I must admit

I would likely go with the other 3's opinions on this. Reason being you'll get 2 ATT skills, and better weapon selection suited(LO, SC, and QS; GA and GS less so but still options), at 11 DF whereas you only get 1 from the 17 ST. You'll also pick up 1 extra PAR, 2 DEF, and 1 RIP skill with the 11 DF. The PAR skill is obviously not important but the tradeoff DEF skills and RIP skill could come in handy on a rare occasion. Although 17 does appear to be an important damage cutoff, -G+ at 15 -R+ at 17, I think the weapon selection an extra ATT skill (with the low ATT base STs really need all they can get) and the other throw in skills I believe to far outweigh it. At best just hope for a good luck roll, and the little bit of extra endurance is negligible!
That extra point going into SP will get you a DEC skill another very important thing for a ST. I tend to hate blowing a 21 WT design on BAs but that's just my personal choice they obviously can be quite succesful. One thing about the possibility of making this a BA is you could see +3 INI or +4 ATT (with Terminator's design) if they come back with an Expert rating in those areas but the BA cannot be bonused in DEC whereas a ST can be.

Yep, that's what I'd do, too. Striker over Basher, cause he's gonna get poor endurance and strikers can get away with it. Bashers not so much.

Thanks for the advice everyone I think I'm going striker with this guy, how do I fight him though I've honestly never had a striker with a winning record before

The standard seems to be 10-10-7 Decisiveness tactic minute 1 a MO/HI responsiveness tactic for desperation (5-6 Offensive Effort 7-8 Activity level). In between I usually go 7-8 OE and 2-6 AL minute 2 and slow down minutes 3-6+ to anything between 5-7 OE 1-4 AL open. You can try different tactics like slash,bash, or lunge on occasion. Just make sure to have an appropriate weapon if you do use one of these 3 tactics (slashing or lunging wouldn't be advisable with a WH or Bashing with a LO for examples ).
