Another little damage candidate argh! My first instincts were to go for the double 21 of course... here are a few quick designs

I think it designs itself and you just take the obvious 9-13-4-21-7-9-21 AB (9/8-10/17/8/14/8 not sure on the RIP because of that WT it's either 8 or 10). Little endurance little damage but the style and the 21 WT will quickly make up for those issues! With normal HP it may even survive to graduate!

I've got a guy I thought was this one's twin until i looked him up. He's close at 9-14-5-21-9-5-21 normal/normal, normal HP. 8-5-1 arena, even worse tourney. learning 1.95/FE. Tried everything with him. First double 21 AB, makes me not want to get another...

If I was going to go that direction it almost seems like I'd still have to take either the 21 WT or DF. I'd go WT and gamble for the Good damage that DDB got rather than not take either 21 and go 15 ST (putting 6 into strength leaves you having to take 2-17s or a 5 WL).
for fun the 21 DF (just switch WT and DF) looks like (10/17/10/10/10/3) but I prefer the learns from the 21 WT but 17s learn well also.

Considering going this way, I ran all these numbers myself last night, after Visionist posted that link. (turns out I have a PR somewhat similar to DDB without knowing it, 17-12-6-17-9-6-17 but he doesn't seem to have the "magic").
Reasons:
1] I already have several double 21 ABs, and other than a couple of runoff TVs, they haven't impressed me. Even though this team/arena could really use one.
2] I'm gonna hate it if this one comes back little damage, this is on the same team as the one I posted 2 weeks ago, went 11-13-4-21-9-15-11 PS. He came back little damage of course. two ld's on the same team would be too frustrating for me.
3] I gotta take at least one of the 21s. If I take the 21WT, that makes 4 on the same team with 21WT, and I'm still DA'ing the 5th.
4] I've never had a really good PR. I've had good ones, but you know what I mean.
5] This team contains a ST that I probably should have made a PR instead: 12-12-7-21-9-6-17. Or maybe not. He's doing quite well, but the thought keeps nagging me. Time will tell.

I like Street's initial AB suggestion:
9-13-4-21-7-9-21 AB
If you could get to 17 ST and good damage, I would consider PR. If this roll-up had no CN, I would consider a ST. But as it stands, with no way to guarantee Normal or Good damage and a healthy amount of CN, I think AB is the way to go.

I'd still go AB if it were me. I've had, and faced, Little Damage Aimers that still manage to lob plenty of "Extra Damage Hits" you just have to put up with the occasional "bounce" attack. (I want to say Manager had a SZ 3 that lacked ST for a LO and still whacked my guys around with extra damage hits.) As long as it throws crit attacks they're less likely to bounce off armor but they still can. But when that PR suggestion was thrown out it piqued my curiosity enough to make me run the numbers as well.
It definately was fun to look at and all I can say is as awesome as this guy is I'm glad it's not mine. Because I can almost guarantee I would FOREVER be second guessing it no matter what I made it (again likely dub 21 Aimer; no matter how many you have you know TMM probably has about 20 of them so it cannot be all the bad)

Update: 2 Experts on the rollup, Attack & Defense. Little damage and endurance as expected. Bonuses in Def and Init. Try not to kill him in the rookies!
