Yeah! A 21 wit!
The low will seems to limit him to low endurance styles.
Low deftness seems to eliminate AB, PR and, probably, TP.
I was thinking either
13-13-14-21-8-11-3 Basher
or
9-13-14-21-9-12-5 Striker
But both designs have poor endurance, which is a bit unappealing for the basher. But either design starts at either 2 or 3 attack skills as a striker. With that endurance, just looking at someone in plate will make him collapse in exhaustion. Striker setups with con make me think Piker, but wow are those bases ugly. (-2 Parry on a "parry style?!")
It seems like a 21 witter who has a shot at great damage shoud be runnable. Any ideas?

Missing a point on the original setup (size or con, I'm guessing)
If I was going to try to salvage this as a tourney warrior, my design is likely:
11-14-14-21-9-11-3 L (Using style to mitigate the lack of skills)
For your striker design, it might be worth going piker instead (Pikers can be bonused in attack)
(Personally, I'd likely create a basher and when it doesn't roll well enough, it'd never get run)

Assur's design is the best I can come up with too. With the 3 WILL and 3 DFT combo, I'd be inclined to be weird and make a 3 DFT TP or something along those lines.
9-13-14-16-3-11-3 --> 9-13-14-21-7-12-7 or your 9-13-14-21-9-12-5 design. I'd likely go ST with these designs.

Like Assur previously mentioned, those numbers add up to 69 pts...
Taking those original 69 pts, I make this a SL/BA:
13-13-14-21-8-11-3, using whatever weapons his ST/SZ were suited for and ignoring the DF suitability shortfall. This guy isn't going to have a ton of endurance no matter how you design him, but getting the ST to 13 at least gets you to the next damage bracket on the chart (-R+) instead of running with (G+). If you nail down Poor/Great, then this guy is a lot more runnable than Poor/Good. I can't see turning this guy into a ST due to his abysmally low initial attack rating no matter how you design him.

The missing point should be a starting deftness of 4, not 3. It makes a point to get to 5 more likely.

Totally agree. I've run a handful of guys like this in the past few years. Depressingly addictive --- hope squashed repeatedly. Then, just before the ink on the Dark Arena paperwork has a chance to dry, a fantastic win with multiple crits to keep me hoping --- Let It Go!

Okay, the original set of numbers added up to 69. I was only adding 14 points to that. I honestly didn't see any way to get a 7 WL with a 13ST and 13CN without sacrificing DF to 3 or 4, and I wouldn't run that.
I still wouldn't run this thing.... but I can now see how it might work... if the matchups all run your way. Good luck with that!
