Wow, thats a nice group of warriors there. Obviously not on the same rollup . Here are my two cents.
11-15-4-17-21-5-11 Otp, wos, Lu
13-3-11-17-21-10-9 sl, Lu, st
9-16-13-21-9-5-11 st, ps?
9-13-8-21-20-4-9 wos, sl, lu if your crazy like me, you can even try Tp
9-10-3-17-21-13-11 sl, lu, st little damage, who cares though, dont asnwer that
9-11-12-21-11-9-11 st
9-17-21-11-9-11 st, ps, pl
yeah, probably would get better ideas from other ppl, but i miss designing warriors

LU definitely pull the 1 to speed and add it to ST so that he looks like this 12-15-4-17-21-4-11. Currently I have 2 of this RU in basic and both have gotten normal damage when I bumped ST from 11 to 12, so strat at 12 and if you have to bump to 13 you have a better chance of getting it.

6-14-4-12-20-4-10 --> 12-14-4-17-21-5-11 LU (I would take the extra def point in SP you can always bump CN and ST if needed easily)
13-3-11-12-16-10-5 --> 15-3-11-17-21-10-7 SL (Use HA/BS) I would bump cn if you don't get good end right off the bat to get it.
3-16-13-16-8-5-9 --> 7-17-13-21-8-5-13 OTP, make use of low endurance burn, 8 parry, 8 rip, 6 attack to start isn't bad if he learns well.
4-13-8-18-14-4-9 --> 9-14-8-21-17-4-11 PL, bump CN 1x for takes a lot then go to town.
4-10-3-12-20-12-9 --> 9-11-3-17-21-12-11 PS Yes I said it!
4-10-12-21-7-5-11 --> 9-16-12-21-8-5-13 PR
5-17-6-20-7-7-8 --> 9-19-6-21-7-7-15 PR

6-14-4-12-20-4-10 -> 11-16-4-17-21-4-11 (seems completely obvious, style is only question in my mind)
13-3-11-12-16-10-5 -> 17-3-11-17-17-10-9 STK seems like the correct design (feel free to choose another pure offensive style)
3-16-13-16-8-5-9 -> 9-16-13-21-9-5-11 TP (I don't see a lot of options on this guy. You could lower strength, but not sure what it gains, especially in the short term)
4-13-8-18-14-4-9 -> 9-13-8-20-20-4-10 L (Such a beautiful bust out / burn warrior)
4-10-3-12-20-12-9 -> 10-10-3-17-21-12-11 is my design. Feel free to lower wit and add to physicals. Pick the style of your choice and enjoy.
4-10-12-21-7-5-11 -> 10-16-12-21-9-5-11 TP (Kind of cool to add 6 to str and con to a rollup. Probably better as 10-10-12-21-10-10-11 STK)
5-17-6-20-7-7-8 -> 11-19-6-21-9-7-11 STK (this is just wrong. several variations)

You see, the way it works with The Consortium is he will not give any real suggestions until you present your thoughts on what to do. Me on the other hand:

He hates it when you don't give your own ideas first.
