5-7-18-12-8-17-3 -> 9-7-18-17-9-17-7 are the numbers that jump out at me, but what style? I'm leaning toward SL since ST only starts of with 2 attack. Would anyone go BA with this? What weapon? The endurance seems pretty dicey for a LU.
You could also go 11-7-18-17-9-17-5 or 7-7-18-17-9-17-9.
This is for a regular arena team.

I don't think a SL can function well with that little endurance.
I would probably go 11-7-18-17-9-17-5 BA. I would use the WF. Its not quite as bad as everyone says it is, but you can always use the MA with the ST penalty if you like. i would keep this guy on a short leash. If he gets bad luck with his endurance roll and gets tired after a few swings, there won't be much you can do with him to make him win.

I would roll this and look for big bonuses, then when it didn't roll as well as I'd like, DA.

I would go with you first set of numbers as a ST even with the low ATT or use OABs numbers as a BA and use the BS even though it is unorthodoxed and lacking the DF or use the QS lacking the DF just tell him it is a broom stick

We look at this as a striker with a well used shortspear, and would be glad to have a few like him.

How about:
10-7-18-17-8-17-7 -SL
With luck you would get an expert init and great damage. Give them a SH or HA, go 10-10-x, hope you get the first hit in since endurance will definitely be an issue. You might burn them here or there to adjust as you like. Or you might want to swap a point of STR to WIL, but same premise.

I think as OAB stated earlier in this post, a SL just doesn't do very well with little endurance. Also, the way you have him set up with the 10 ST and the 8 WL it appears that you are contemplating training the ST to 11 for weapon selection and then possibly training the WL to 9 for 1 DEC skill and more END. I think that even with the 11 ST and the 9 WL your still going to have endurance problems, plus with the 8 WL you only have a 40% chance to train each, not impossible but not really desireable and could take several attempts where you could be getting skills with that 17 WT. This would be a very difficult and frustrating warrior to get wins with.

I'd have to agree with all the above, a Slasher with VL endurance will swing twice, then fall flat on his face. I've only ever dared to run one Slasher with POOR endurance, and that was only because he was insanely skill and damage bonused. If you're inclined to keep it (I wouldn't) Striker is a much better option IMHO.

Massive dec, no attack. No problem -- you can survive by challenging strikers, slashers and bashers until you graduate. Use a dagger -- one hit will probably finish most of those fights.

Fair enough, I follow what you are saying. Yes, I was thinking about a couple of initial burns in your first few fights. But seems that this guy is a poor endurance guy regardless of style. So I figure 1, maybe 2 mins max on the outside anyway. As a slasher would most likely get picked off by a lunger or striker I suppose. But, I like it as a striker too.
