I was thinking 13-9-11-4-12-11-10 would be a great 13-15-11-9-15-11-10 total parry.

If a TP, i would add less to WT and go 17WL. Something like 15-15-11-4-17-11-11. Of course this design has play as a Scum only.
Myself, i would send this DA and hope for something better. Personally, i am looking for something i want to fight to graduation and Scum doesnt excite me.

The TP, as a scum, is not exciting to some managers; the 1-1-3 Parry tactic across the board is always a "safe" strat that's easy to write. Always good to try some variations on strat like VL/LO, LO/VL, or LO/LO just to see if you can find a fave but the "safe" strat is also effective. However they can certainly help to pad your teams winning pct!
That said this guy makes a more than servicable TP.
I would probably go:
13-9-11-4-12-11-10 -----> 13-15-11-5-18-11-11 TP this way you can burn the WL to 21 (nice skills at that point) and the 5 WT gives you the LS suited. As funny as it may sound the LS can be a quite effective TP weapon especially against ACM (it pierces Chain, if you happen to attack, quite nicely) and you don't have to waste a turn burning WT. Could easily put that WT point in ST and start with good carry and burn the WT as well.
This guy burns out nicely to:
16-18-11-5-21-11-13. I probably burn the ST first, probably one point now and one later for the PAR skill, to get good carry than WL to get another HP, if it starts with great endurance rather than good, I probably go CN before WL. After 2 CN trains get that WL to 21.
If you want a slightly more offensive TP, this guy probably is a "hybrid OTP/Scum" rather than a real OTP (need more WT for a true OTP), I probably go:
13-9-11-4-12-11-10 -----> 13-12-11-10-16-11-10 TP burn WT, DF, WL then get on the CN. Burn it to 15-14-11-11-18-12-11. I probably go skills rather than trying for a third CN, ST, or a 2nd and 3rd DF. OTPs and Hybrids need skills learned far more than bricks do!

Go scummy or go DA fishing...I choose the DA if I were to go scummy I would think about:
13-9-11-4-12-11-10--> 15-15-11-4-17-11-11 TP
