After some reading about low DF fighters. It seems with the low STR combo BA is out of the question, which leaves a LU. (unless im missing something of course)
My thoughts, 5-13-15-21-17-6-7.. Thinking he is likely to get good dmg anyways, so might as well amplify his positive attributes. Ive redesigned this guy about 5 different ways in the past few days so any thoughts are always appreciated!

I would go SL, either with your numbers or 9-13-15-17-17-6-7.

I freaking HATE rollups like this that kill you making hard choices, particularly with the ST/DF combo that prevents you from using a lot of weapons or getting decent damage.
You can either take the 21/17 temptation and deal with some major shortfalls elsewhere and hope it learns great to help offset that along with the style choice, or you can sacrifice the WT/WL and go with something like Otis suggested. I like that 17/17 design but might go waste with it and bump ST/CN both up 2 over time.
For me both ST and DF need to make it to the big 7 breakpoint. ST so you can bump it to 9 with no burns and get some better weapons depending on the style, and 7 DF for the skills and the weapon requirements there. The good SZ makes the ST hit easier to take here for sure.
So, you could go for a hybrid like 7-13-15-21-15-6-7 and keep your 21 WT, still get a decent WL and hit those 7's. Training ST to 9 with a 15 WL may be a bit tough, but then as a SL you could use BS just lacking the ST or the SC with just DF unsuited, which doesn't seem to be too big of a hit. I can deal with one unsuited stat for weapon requirements but don't like to run with two or more. As a PL you could use the SC with same drawbacks but more importantly get suited for SS. Probably go with SH until then.

This is my design as well, likely as a Lunger.
Slasher could also be an option if you don't want a lunger.

If you make him a lunger, DO NOT LEAVE IT AT STR 5!!! I did it once and my lunger went from a champion to mediocre, to the dark arena. He was stuck with a short sword and it took forever to get a STR 6.
