Kai VirangKai Virang, on the An-Kiu River at the mouth of the Loa Horosh, is not so wicked as Ini Palel--but no one would call it moral, either. It is a city devoted to pleasure--wine, women (and men), song, gambling... The pleasure of others (and incidentally of themselves) is the business of the people of Kai Virang. They have no interest in the affairs of the Empire--whoever rules, people will always come here for their pleasure--if they can afford it. Here are found the most talented courtesans, the most skilled chefs and extensive wine cellars, the most skillful gamblers. Those who may be presumed to know speak of strong ties between the lords of Kai Virang and the masters of Ini Palel, but there is certainly no proof of any such, and a careless mention of such links could get a person killed. No one knows the age of Kai Virang, although old records speak of it; its buildings are mostly of wood, and the oldest now standing is scarcely more than a hundred years in age. Some say that the Pleasure City has "always" been here but that, unlike more sober cities, it has not cared to build in stone, fixing itself into one mold for all time.
