Lingli Ahlin lies to the west of the delta of the An-Kiu River and is the major seaport of the Empire. Here are built ships--even the sailors of Kia Minde buy ships built in Lingli Ahlin. Here also are trained the navigators that dare the dangerous passage across the open sea to the Islands of the South, which lie beyond all sight and hint of the coast. As the sailors of Kia Minde go mostly south and east, those of Lingli Ahlin go west along the coast, and south to the Isles. The main naval base of the Empire, Port Ki Naharan, is on the coast near Lingli Ahlin.

Fabiran ten Zhel is the Lord Governor here, Perano ten Kompar the Subgovernor Magistrate, and the commander of the naval forces is Admiral Haejin tan Sarn-Pala.
